Pre-heat oven to 190oC (170oC fan-forced).
Using electric beaters, beat eggs and sugar until pale and thickened.
Sift flours, cream of tartar and Bi-Carb Soda together three times and fold gently into egg mixture.
Spoon heaped teaspoons of mixture onto lined oven trays, leaving room for spreading. Bake for 7-8 minutes or until just golden. Allow to sit for several minutes before removing to a cooling rack. Repeat with remaining mixture.
To serve, spread the underside of a sponge with jam and top with a spoonful of cream. Top with another sponge and dust with icing sugar.
